sa_partners developed a regional masterplan for a nationally significant Qatari landscape, conceived as a protected landscape park where conservation defines the framework for access, education and carefully managed tourism. Rather than treating tourism as conventional development, the plan concentrates new interventions at selected locations and establishes a hierarchy of protected areas, visitor routes and low-impact destinations.
The visitor experience begins at a new park gateway that brings arrival, parking, orientation and support facilities together at the edge of the protected landscape. A museum and visitor centre introduce its natural systems and cultural heritage, while controlled routes lead visitors into the park. A carefully sited hospitality component allows longer stays and immersive experiences without turning the landscape itself into a conventional resort.
At the regional scale, the masterplan integrates conservation, mobility, landscape and tourism into a long-term implementation strategy. The objective is to protect the site's ecological and scenic qualities while making them legible and accessible – creating a model in which tourism supports stewardship rather than competing with it.
