sa_partners developed the post-conflict reconstruction masterplan for Zangilan, Azerbaijan, for the State Committee on Urban Planning and Architecture. The approved plan establishes a long-term framework for a new park city of approximately 16,000 residents, integrating landscape, housing, mobility, social infrastructure and economic development.
Landscape forms the primary infrastructure of the masterplan. The Okhchuchay River and its valley establish a continuous blue-green system that extends into neighbourhoods, streets and public spaces. More than 40% of the masterplan area is dedicated to green space, combining compact urban development with an extensive landscape network. Mixed-use neighbourhoods, short distances, cycling infrastructure and connected public spaces support an accessible and people-centred city.
At the regional scale, the masterplan positions Zangilan as a centre for logistics, tourism, trade, renewable energy and innovation, supported by new regional transport infrastructure. The citywide strategy has subsequently been developed through urban design and key architectural projects, translating the masterplan from a long-term vision into neighbourhoods and civic places. Approved in 2023, the masterplan is now being progressively implemented.
