The International Conference Centre is a key public building within the masterplan for Zangilan, the new city developed along the Okhchuchay River. Located in the central City Park, the project forms part of a wider urban strategy that brings together civic functions, landscape and public space along the river. The centre is positioned as a focal point within this green network and contributes to establishing a new civic identity for the emerging city.
Conceived for national and international conferences as well as community gatherings, the complex combines a congress centre with a 600-seat auditorium, foyer, VIP and support facilities with a separate 240-seat restaurant pavilion. The two buildings define a shared public plaza, extending the programme into the surrounding park and allowing the centre to support public life beyond formal congress events.
The architectural design, developed by SKOP with sa_partners, translates the wider urban and landscape concept into two distinctive volumes. Their form responds to Zangilan’s mountainous and river landscape, while green roofs, solar panels and a restrained building envelope contribute to the project’s environmental approach. Completed and opened in 2023, the International Conference Centre establishes a new civic destination within the reconstructed city.
